About this opportunity
The City and County of San Francisco, Office of the Controller, is requesting qualifications for a prequalified pool of audit service providers across three non-exclusive service areas, with proposals due September 23, 2026 at 11:00 AM PT, and a written questions deadline of September 2, 2026.
The three service areas are Performance Audit, Financial Audit and Attestation Engagement Services; Forensic Accounting and Investigative Services; and Financial, Management, or Accounting Review Services. Proposers need not apply for all three. Resulting contracts will be non-exclusive, indefinite quantity, as-needed agreements with original terms determined at award but not exceeding ten years. There is no guaranteed minimum volume for any prequalified proposer, and selection to the pool does not guarantee contract award.
Minimum qualifications require submission of exactly two prior project descriptions for each service area applied for, demonstrating services provided to public sector clients within five years of the RFQ date. For Service Area 1, one project description must be a performance audit conducted under Generally Accepted Government Auditing Standards (GAGAS), and firms must provide a GAGAS peer review report dated no earlier than January 2023. Proposed lead staff must have held similar lead roles in at least one submitted prior project description for each applicable service area.
Evaluation is weighted as firm qualifications (20 points), staff qualifications (40 points), approach and cost (30 points), and completeness of submission (10 points). A minimum score of 70 points per service area is required to qualify. Proposers must submit hourly billing rates by staff name and role, with estimated effort percentages. The City intends to negotiate firm fixed pricing using blended hourly rates, inclusive of travel, lodging, meals, and miscellaneous expenses with no separate reimbursement.
LBE rating bonuses apply: 2% to 10% depending on small-business and micro-LBE participation levels and contract value. LBE subcontracting participation requirements are waived. Proposers must comply with San Francisco nondiscrimination, minimum compensation, health care accountability, and first source hiring program requirements. The Notice of Intent to Establish the Prequalified Pool is anticipated November 18, 2026. The prequalified pool is valid for two years, extendable up to two additional years if reopened by the City.
