Summary of Attachment 5: Proposal Template for RFQ2026-07 Audit Services
This document is a proposal template issued by the City and County of San Francisco, Office of the Controller, for audit services under Sourcing Event 0000012041. The RFQ seeks qualified firms to provide services across three service areas: Performance Audit, Financial Audit and Attestation Engagement Services; Forensic Accounting and Investigative Services; and Financial, Management, or Accounting Review Services. Proposers must submit prior project descriptions demonstrating experience with public sector clients from the past five years, detailed staffing information including key personnel and their qualifications, and descriptions of their firm's capabilities. The template requires proposers to identify which service areas they are seeking to provide and to confirm that key staff identified in proposals will perform the work without substitution without City approval. The resulting contracts will be non-exclusive, indefinite quantity, as-needed contracts with original terms to be determined at the time of award but not to exceed ten years, with no guarantee of minimum work volume.
Pricing will be submitted as standard hourly billing rates by staff name and role, with estimated percentages of overall team effort allocated to each service area. The City intends to negotiate costs and work effort with the selected respondent to develop a firm fixed price utilizing blended hourly rates, with all travel, lodging, meals, and miscellaneous expenses included in the hourly rates with no additional separate cost reimbursement. Proposals will be evaluated on firm qualifications (20 points), staff qualifications (40 points), approach and cost (30 points), and completeness of submission (10 points). Proposals that fail to address requested items in sufficient detail to substantiate ability to meet minimum qualifications will be deemed non-responsive, and responses such as "to be provided upon request" or left blank sections are not acceptable.
