About this opportunity

The City of Clearwater, Florida is soliciting competing proposals for a comprehensive public-private partnership to redevelop The Landings Golf Course into a sports, recreation, and entertainment complex under RFP 56-26, with proposals due September 21, 2026 at 10:00 a.m. local time. The City received an unsolicited P3 proposal pursuant to Section 255.065, Florida Statutes and is now opening the process to qualified competing entities.

The proposed redevelopment includes multipurpose sports fields, a pickleball complex, miniature golf course, water amenity, sand volleyball facilities, food court, community walking trails, and a fitness and wellness center. Competing proposals may structure the transaction as either private financing and ownership of improvements or public financing and ownership with a long-term ground lease to the private entity. All proposals must maintain the property's use for public and active or passive recreational uses. The private entity would be responsible for developing, financing, constructing, maintaining, and owning the improvements.

Proposals must provide detailed cost breakdowns, lease payment proposals, financing arrangements, and methodology for determining compensation to the City. The City will evaluate proposals on Experience and Qualifications (30 points), Project Approach (30 points), and Financial Proposal (40 points). Questions are due September 11, 2026 at 10:00 a.m. and must be submitted through the City's e-Procurement Portal, as must all proposals. No application fee applies. All proposals become public records under Florida Statutes Chapter 119, though proposers may request exemptions for proprietary information. Standard compliance requirements include federal, state, and local law adherence, drug-free workplace certification, immigration law and E-Verify compliance, and nondiscrimination provisions. The City reserves the right to reject any or all proposals, rank proposals according to established procurement procedures, and award to the proposer whose proposal best serves City interests, with the right to negotiate an Interim Agreement and Comprehensive Agreement with the selected proposer.
