About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, procuring on behalf of HHSC and the Department of State Health Services (DSHS), is requesting bids on software maintenance renewal for the Component Based Development (CBD) Suite of Products and Configuration Management (CFG) Lease under IFB HHS0017788, with bids due August 21, 2026 at 10:30 a.m. Central Time. Questions are due August 13, 2026, with responses posted as an addendum on August 17, 2026.

The scope comprises maintenance and support services for legacy component-based application development software tools. Services are delivered online via portal, webinar, or similar means with contractor availability required Monday through Friday, 8:00 a.m. to 5:00 p.m. Central Time and a four-hour response requirement for service calls. Bidders must submit firm, fixed prices on Exhibit C covering all labor, equipment, materials, supplies, and related expenses for both CBD Suite of Products and CFG Lease separately, then combined pricing for two optional renewal periods.

The historical annual monetary value guideline is $98,880. The initial contract term is one year with two optional one-year renewal periods at HHSC's sole discretion, plus an extension option of up to one additional year, for a potential maximum three-year term. Place of performance is online; in-person bid submission is accepted at HHSC PCS, 1100 W. 49th Street, Austin, Texas.

Contractors must maintain workers' compensation ($1,000,000 employer's liability per accident), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). Award is contingent upon Executive Commissioner approval. Evaluation criteria include bidder's ability to meet requirements, capacity to meet performance delivery requirements, and price; HHSC is not obligated to select the lowest-priced response and reserves the right to make single or multiple awards to achieve best value. Bidders may submit via the optional HHS Online Bid Room (requiring IAMOnline registration) or in-person delivery. No guarantee of volume, usage, or compensation is provided.
