About this opportunity

The Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting proposals for compensation consulting services under RFP 26-00155-ACAC, with proposals due July 23, 2026 at 2:00 p.m. at SEPTA's offices in Philadelphia. A pre-proposal meeting is scheduled for July 2, 2026 at 10:00 a.m. via Microsoft Teams (attendance encouraged but not mandatory).

The scope covers compensation consulting services for a two-year term. Detailed scope and deliverables are available in the full RFP documents on SEPTA's website under Business/Procurement/Bid & RFP Opportunities/Over $100,000 Non-EPS Bid/RFP Opportunities.

SEPTA requires submission of two separate packages: a technical proposal and a price proposal. Price proposals will not be opened until technical evaluation is complete. Proposers must certify compliance with Executive Order 12549 regarding ineligible contractors and compliance with Title VI of the Civil Rights Act of 1964 and Equal Employment Opportunity laws. SEPTA affirms that disadvantaged business enterprises will have full opportunity to submit proposals without discrimination based on race, sex, color, or national origin.

Questions must be submitted in writing to Carolyn Cotton (ccotton@septa.org) by 4:30 p.m. on July 9, 2026, with answers provided via official addenda. SEPTA reserves the right to reject any and all proposals and negotiate separately with any firm. Awards will be made based on the proposal that best satisfies the RFP intent and SEPTA's best interests. Oral, telegraphic, or telephonic proposals or modifications will not be accepted.
