About this opportunity
The Hawaii State Department of Education is requesting proposals to establish a vendor list of external service partners supporting the establishment, implementation, and long-term sustainability of the community school model across HIDOE schools, with proposals due October 29, 2026 at 4:30 p.m. Hawaii Standard Time.
Offerors must demonstrate a minimum of two consecutive years in business providing similar services. The procurement seeks expertise in four evidence-informed programmatic features: Integrated Student Supports, Family and Community Engagement, Collaborative Leadership and Shared Decision-Making, and Expanded and Enriched Learning Time and Opportunities. Services span three categories — Professional Learning, Technical Assistance, and Specialized Community School Support — delivered across all Hawaiian islands. Professional Learning and Technical Assistance pricing must be structured on a per-day basis inclusive of consultant fees, travel, per diem, materials, and all direct and indirect costs. Specialized Community School Support and Community School Coordinator services require detailed pricing identifying major cost components including employment, supervision, professional learning, and related support. Offerors must be Hawaii-incorporated or non-Hawaii businesses registered to do business in Hawaii and must comply with Hawaii Compliance Express requirements, including criminal background checks on employees and subcontractors working with students and FERPA and Hawaii privacy law-compliant data sharing agreements.
The contract award period runs January 1, 2027 through June 30, 2028, with potential renewal for up to three additional twelve-month periods contingent on mutual agreement, continued service needs, and funding availability. Successful offerors receive "Notice of Award by Vendor List" letters; no formal written contracts are required. A mandatory 0.75% transaction fee (not to exceed $5,000 annually) applies to all awards administered through Hawaii eProcurement System and is payable to Tyler Hawaii. General liability insurance of $2,000,000 aggregate and $1,000,000 combined single limit per occurrence is required, plus $1,000,000 automobile liability coverage per accident. Proposals must score a minimum of 11 out of 18 possible points based on evaluation criteria including executive summary, offeror qualifications, service description and implementation approach, capacity building, and evidence of success. Written questions are due October 7, 2026 at 2:00 p.m., with State responses provided on or about October 15, 2026.
