About this file
This document consists of appendices to RFP D27-007 issued by the Hawaii State Department of Education to support the establishment and implementation of the Community School Model Strategy in HIDOE schools. The solicitation seeks qualified offerors to provide services across three primary service areas: Professional Learning, Technical Assistance, and Specialized Community School Support. Services may be delivered to schools and complex areas across all Hawaiian islands, including Oahu, Hawaii Island, Maui, Kauai, Molokai, and Lanai. Offerors must demonstrate relevant experience through up to three project examples that showcase their qualifications and ability to deliver comparable services. The appendices establish requirements for offeror identification and information, project examples demonstrating experience with community school model establishment, implementation, continuous improvement, or sustainability, and a comprehensive summary of proposed services and pricing structure.
The pricing structure varies by service type: Professional Learning and Technical Assistance services must be presented as a cost per day, inclusive of consultant fees, travel, and per diem, with options for customization and additional days clearly stated; Specialized Community School Support services require detailed pricing that identifies major cost components associated with service delivery; and Community School Coordinator services must clearly identify costs associated with employment, supervision, support, and professional learning, potentially broken into personnel, services, and materials and supplies buckets. Offerors must be either Hawaii-incorporated businesses or compliant non-Hawaii businesses registered to do business in Hawaii. By submitting an offer, offerors declare compliance with Hawaii Revised Statutes Chapter 84 regarding prohibited state contracts and certify that pricing was independently arrived at without collusion.
