About this opportunity
The Village of Skokie, Illinois is requesting qualifications for Community Land Trust Partner Services to support planning, implementation, and long-term stewardship of a permanent affordable-housing program, with statements due September 3, 2026 at 3:00 p.m.
Respondents must demonstrate expertise across five areas: organizational development (feasibility analyses, nonprofit governance structures, bylaws, ground lease documents, resale formulas, affordability policies, and legal compliance); real estate development (property acquisition, rehabilitation, new construction, project management, and contractor coordination); program administration and stewardship (buyer qualification, homeowner support, and portfolio management); financial capacity (affordable housing financing and public/private funding leverage); and community engagement (public outreach and stakeholder engagement). Eligible respondents include CLT organizations, nonprofit organizations, development partners, and consulting firms. The scope encompasses both initial program design and ongoing operational support.
The Village established both a Community Land Trust and Housing Fund in May 2026. The initiative addresses housing needs in a community of approximately 65,000 residents where roughly 68 percent of the housing stock was built between 1940 and 1969, and supports the Village's 2024 Inclusionary Housing Ordinance.
Submission materials must include an executive summary, detailed case studies of similar CLT projects, staff resumes highlighting expertise in real estate law and nonprofit formation, evidence of financial and legal capacity, and at least three professional references with contact information. One original and two copies are required, submitted in person to Michael Aleksic, Assistant Finance Director, 5127 W. Oakton Street, Skokie, IL 60077. No late, faxed, or emailed submissions are accepted. The Evaluation Committee will assess responses on relevant experience, staff qualifications, availability, and reference quality, with discretion to request interviews. This RFQ does not commit the Village to contract with any firm; the Village anticipates negotiating final scope of services with the selected respondent. All response costs are borne by respondents, and all submissions become Village property.
