About this opportunity

Boulder County Housing Department is soliciting qualifications from contractors to provide mobile home replacement services under the Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program, with SOQs due July 27, 2026. This is a pre-qualification vehicle; the County will establish a pool of vetted contractors and issue future task orders or project-specific agreements for individual replacements as they become available, with no guaranteed work volume to selected contractors.

Eligible households are those with low- and moderate-income status whose mobile homes were damaged by the December 30, 2021 high wind event. Services span pre-construction (site visits, feasibility assessments, environmental inspections, permitting coordination), site preparation (demolition, grading, foundation installation), mobile home installation (transport, utility connections, finish work, accessibility features), and project closeout (inspections, warranty documentation, final submissions). A single project timeline is estimated at 6 to 9 months.

Contractors must hold a Colorado contractor license, manufactured home installation certification, appropriate insurance coverage, and active SAM.gov registration with a valid UEI. Selected contractors must comply with all CDBG-DR federal requirements, including Section 3 employment and training, Equal Employment Opportunity, Fair Housing Act, ADA, debarment and suspension verification, and environmental review standards.

Evaluation criteria total 100 points: relevant mobile home replacement experience (25 points), organizational capacity and scheduling availability (25 points), key personnel qualifications (10 points), federal compliance understanding (10 points), ability to work throughout Boulder County (10 points), references and past performance (10 points), and commitment to energy-efficient and resilient construction practices (10 points). Pricing will be determined through future project-specific proposals, with monthly invoicing for completed work. Funding is provided by HUD and administered by the Colorado Department of Local Affairs (DOLA) in coordination with Boulder County.
