About this opportunity
The State of Minnesota is requesting proposals for an ongoing contract to supply commissary store products for MINNCOR Industries located in Moose Lake, with proposals due October 6, 2026, at 3:00 PM Central Time. The State reserves the right to award multiple contractors and accepts proposals on selected line items rather than the complete product schedule.
Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses certified by the State receive preference points equal to 12 percent of total available points; DEED and DHS eligible providers receive an additional 6 percent preference. Minnesota Targeted Group preference will apply to both the overall RFP and individual line-item awards.
The scope encompasses bulk delivery of commissary products including hygiene items, dental care, haircare, laundry supplies, stationery, clothing, electronics, beverages, candy, snacks, soups, dinners, condiments, cereals, pasta, rice, and plastic/paper goods. Historical annual purchase volumes range from 650 units for selected items to over 733,000 units for ramen products. Contractors must maintain adequate inventory to ensure consistent fulfillment with minimal backorders; provide weekly or more frequent delivery in wholesome and sanitary condition; operate an accessible customer service department with a dedicated sales representative available during business hours and for emergency response; and comply with strict packaging, product safety, and security specifications. All pricing must include freight, duties, permits, taxes, and other delivery costs on an FOB Destination, prepaid basis. Responders may propose alternative product brands and sizes as substitutes for listed items with clearly noted descriptions and specifications.
The estimated annual contract value is $5,000,000 to $5,500,000, representing an estimate only and not a minimum or maximum obligation. The contract term runs December 1, 2026, through November 30, 2027, with options to extend an additional 48 months in increments determined by the State. Evaluation occurs in three phases: Phase 1 assesses responsiveness and pass/fail requirements; Phase 2 evaluates acceptance of State terms and conditions (100 points), cost detail (900 points), and preference points (120 points); Phase 3 selects finalists based on best value. Pricing evaluation uses a market basket methodology whereby the State selects 20 identical products from the price schedule and ranks proposals based on total market basket price with weighted points assigned accordingly. Cost proposals must remain firm for 90 days. Prompt payment discounts offered in less than 30 days will not be considered in evaluation. Questions are due September 8, 2026, at 3:00 PM CT. The State anticipates completing evaluation and selection by November 30, 2026. Addendum No. 1, effective September 1, 2026, extended the original due date from September 22 and clarified the market basket evaluation methodology and line-item award option.
