About this file

This is Addendum No. 1 to a Request for Proposal issued by the Office of State Procurement on behalf of the State of Minnesota for the establishment of an ongoing contract to provide Commissary Store Products for MINNCOR Industries located in Moose Lake, Minnesota. The original solicitation due date of September 22, 2026, at 3:00 PM CT has been extended to October 6, 2026, at 3:00 PM CT. Responders may submit proposals on selected line items rather than the complete product schedule, and the State reserves the right to award multiple contractors if deemed in its best interest. Responders are required to complete Exhibit D: Price Schedule_18619_Revised, which has been updated with highlighted sections for proposed unit sizes, prices per unit, discounts off manufacturer suggested retail price or catalog list price, and product brand/item offerings. The State requests that responders include sample quote and invoice documents as well as price list names and dates with their submissions.

Pricing will be evaluated using a market basket methodology whereby the State will select 20 identical products from the price schedule, sum their costs across each responder's offering, and rank proposals based on total market basket price with weighted points assigned accordingly. Responders have the option to offer alternative product brands and sizes as substitutes for listed items, provided descriptions and specifications are clearly noted. The Minnesota Targeted Group preference will apply to both the overall RFP and individual line-item awards. Monthly sales rebates and discounts on products not listed in the price schedule will not be scored but will be verified during review. All contractors awarded under this contract, whether for limited or comprehensive product portfolios, must comply with the same delivery frequency, lead time, stocking, order-execution requirements, and subcontracting provisions outlined in the sample contract. Price-adjustment provisions during the contract term are detailed in the sample contract exhibit on contract pricing.
