About this opportunity
The City of Rome, New York is soliciting sealed bids for commercial façade improvements at two locations—407 East Dominick Street and 401 North James Street—with bids due August 21, 2026 at 11:00 a.m. at Rome City Hall. The project is funded through a Community Development Block Grant and is subject to HUD Section 3 provisions if the bid total exceeds $200,000, requiring opportunities for training, employment, and contracting to be given to low and very low-income residents of the project area. The City encourages maximum MWBE participation and all bids must comply with federal contract provisions including Equal Employment Opportunities, Debarment and Suspension, Anti-Lobbying, and Non-Discrimination standards.
At the Dominick Street location, work includes selective demolition, polyurethane stone façade installation with PVC trim, and painting. At the James Street location, scope encompasses window replacement, door replacement, and brick repair and repointing. Contractors must be placed on the official plan holders list by contacting the Department of Community and Economic Development (315-339-7644 or Gwyckoff@RomeNY.Gov) to receive addenda and bid correspondence; bids from contractors not on this list will not be accepted. Site visits can be arranged through the same contact. Questions may be directed to the project planner; no pre-bid conference will be held, and no addenda will be issued within five days prior to bid opening unless the bid date is postponed.
Bid security equal to five percent of the total bid price—in the form of a money order, certified check, or bid bond payable to the City Treasurer—is required with submission. Bidders may not withdraw bids within 45 calendar days after opening. Required submissions include Bid Breakdown Sheet, Aggregate Bid Summary Sheet, Certificate of Non-Collusion, Responsible Bidder Form, Federal Contract Provisions Bidder Certification Form, Federal Contract Provisions Questionnaire, and MWBE Form; MWBE Utilization Plan and Section 3 Insert are post-bid submissions if applicable. All bids must be physically delivered to the City Clerk's Office; electronic submissions are not permitted. The City reserves the right to reject any or all proposals.
