About this opportunity

Adams County Finance Department Purchasing Division in Colorado is requesting bids to procure and install commercial natural gas dryer systems at the Adams County Detention Center in Brighton, with bids due August 14, 2026 at 5:00 p.m. Mountain Time and a mandatory pre-bid conference and facility walk-through on July 30 at 10:00 a.m.

The scope requires replacement of four existing Cissell Model CT170NRDQ1G2W01 natural gas dryers (480 volts, 3-phase, 15 fuse amps, 60 Hz) with new equipment capable of handling laundry for up to 1,602 inmates. The vendor must provide complete procurement and installation, including all electrical, plumbing, and permitting work in compliance with local codes and Colorado Jail Standards. All installation components must be new with manufacturing dates within 2026, and shipping must be freight prepaid F.O.B. to the detention center with no additional charges for packing or drayage. The contractor must obtain all required city permits, schedule inspections, and comply with detention facility security protocols, work hour restrictions (7:00 a.m. to 3:30 p.m. Monday through Friday unless otherwise approved), and tool inventory procedures.

Pricing shall be submitted on the county's provided form with separate line items for equipment and labor, including hourly rates for general labor, supervisory labor, subcontractor labor, after-hours labor, material disposal, permits and inspection fees, and profit markups. A contingency amount of $19,000 is included for unforeseen expenses but requires pre-approval from the project manager and is not guaranteed payment.

The contract term is one year with the option of one one-year renewal, contingent upon county budget approval and best interest determination. A 100% performance and payment bond will be required upon contract execution. Background checks (Colorado and national CBI & NCIC) are mandatory for all contractor employees and subcontractors prior to facility access, with costs borne by the contractor. Questions must be submitted by August 6, 2026, by 5:00 p.m. Mountain Time. Bids must be submitted electronically through the BidNet Direct system.
