About this opportunity
The State of Hawaii Department of Land and Natural Resources is soliciting competitive sealed bids for Job No. 26-SPK-001 to reroof and repair five comfort stations at Polihale Beach State Park in Waimea, Kauai County. The scope of work encompasses demolition and disposal of existing roofing systems, replacement of termite and dry rot damaged structural components, fascia replacement, installation of tongue-and-groove decking, high-temperature self-adhering synthetic membrane waterproof underlayment, flashing at valleys and eaves, and 22-gauge corrugated metal roofing with paint to match existing lumber at the Cane Top Comfort Station, Camp Area 1 & 2 Comfort Station, Camp Area 3 & 4 Comfort Station, Last Pavilion Comfort Station, and Day Use Area Comfort Station. Bidders must hold a valid Hawaii State Contractors License and comply with Hawaii Revised Statutes Chapter 103D regarding public procurement; contractors must field-verify all dimensions prior to submitting bids, and the contract completion time is specified as 180 consecutive calendar days from the date of written notice to proceed. A voluntary pre-bid conference and site visit will be held on May 13, 2026, at 10:00 AM at Polihale State Park, requests for information must be submitted through the Hawaii State e-Procurement (HIePRO) system by 4:00 PM on May 15, 2026, and bid submissions are due by 4:00 PM on May 22, 2026. The apparent low bidder must furnish bid security, performance and payment bonds each equal to 100 percent of the total contract price, tax clearance certificates, a Department of Labor and Industrial Relations Certificate of Compliance, and a Department of Commerce and Consumer Affairs Certificate of Good Standing or a Hawaii Compliance Express Certificate of Vendor Compliance.
The estimated construction cost is $245,000.00, with award subject to availability of funds and selection of the lowest responsive and responsible bidder. No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are mentioned in the procurement documents. However, contractors must ensure that Hawaii residents compose not less than 80 percent of the workforce in compliance with Act 68, SLH 2010, and a 10 percent price preference is allowed for recycled products in accordance with HRS 103D-1005. Since the estimated project value is less than $250,000, the apprenticeship agreement preference per Hawaii Revised Statutes 103-55.6 does not apply. Liquidated damages are assessed at $150.00 per calendar day for failure to complete work by the specified contract completion date. No incumbent vendors or existing infrastructure requiring integration have been identified in the procurement documents.
