About this opportunity
The Metropolitan Water District of Southern California is soliciting bids for comprehensive sump rehabilitation at Colorado River Aqueduct pumping plants in San Bernardino and Riverside counties, with bids due July 14, 2026 and mandatory pre-bid conference on June 24, 2026. A minimum 20 percent Small Business Enterprise and Disabled Veteran Business Enterprise (SBE/DVBE) participation is required; failure to meet this threshold results in bid rejection.
Bidders must hold a California Class "A" contractor license at bid submission. Any entity performing asbestos abatement must possess either ASB certification as the prime contractor or a C-22 license as a subcontractor. Firms with business relationships to Strategic Value Solutions, Inc., the project designer, are prohibited from bidding due to conflict of interest.
Work spans four pumping plants (Eagle Mountain, Iron Mountain, Intake, and Julian Hinds) and includes replacement of concrete, structural supports, platforms, grating, handrails, sump covers, pumps, motors, valves, pipes, lighting, and ventilation; installation of Metropolitan-furnished equipment; removal of mud and debris from sumps; electrical upgrades; and hazardous materials abatement. Allen-Bradley Programmable Logic Controllers are specified as required equipment to maintain compatibility with existing SCADA systems.
The estimated total construction cost ranges from $31 million to $40 million. Successful bidders must furnish performance bonds and labor/material payment bonds. The mandatory pre-bid conference is at Gene Pumping Plant, 158000 MWD Road, Parker Dam, California on June 24 at 8:00 a.m., followed by a full-day site tour of all four plants with lunch provided. Attendance is a condition precedent to bid submission. Sealed bids must be submitted electronically by 2:00 p.m. through https://pbsystem.planetbids.com/portal/16151/bo/bo-search. All successful bidders and subcontractors must comply with California Labor Code prevailing wage requirements, register with the Department of Industrial Relations, and comply with a mandatory Project Labor Agreement.
