About this opportunity

Delaware Technical and Community College is requesting proposals for collegewide lawncare services across ten campus locations throughout Delaware under RFP DTCC2711-LAWN, with proposals due October 22, 2026, at 1:00 PM local time and written questions due September 30, 2026.

The scope encompasses mowing with edging at each DTCC property, including Owens Campus (Georgetown with satellite locations), Terry Campus (Dover), Stanton Campus (Newark), Middletown Training Center, and George Campus (Wilmington). The College estimates a specific annual cut frequency per location and accepts optional add-on services including mulch installation, landscape bed weeding, shrub and tree trimming, aeration and overseeding, leaf removal, fertilization, emergency and storm cleanup, weed control, shrub and flower planting, tree removal, turf care, stump grinding, irrigation services, and grub and insect treatment. Pricing for add-on services is negotiated individually when requested.

The contract term runs three years (January 1, 2027, through December 31, 2029) with an option to renew for three additional one-year periods through negotiation, with renewal discussions commencing no later than 90 days prior to contract expiration. Prices are fixed through June 30, 2027; subsequent renewals may adjust pricing not to exceed the Philadelphia All Urban Consumers Price Index (CPI-U). The College reserves the right to award to multiple vendors based on continuity of service, capacity during peak periods, specialized needs, geographic coverage, and competitive pricing, and may make partial awards or award by zone or item-by-item.

Evaluation is weighted as follows: Cost/Pricing (40 points), Relevant Experience and Qualifications (25 points), Staffing, Equipment, and Capacity (15 points), Approach to Services/Understanding of Requirements (10 points), and Responsiveness to Requests for Service and Service Availability (10 points). Proposers must maintain Commercial General Liability insurance ($1,000,000 per occurrence/$3,000,000 per aggregate), Workers' Compensation insurance, and Automotive Liability insurance. Monthly usage reports in Excel format are mandatory, due by the 15th of each month.

Non-mandatory pre-bid walk-throughs are scheduled at Stanton Campus on September 23, Owens Campus on September 28, Terry Campus on September 29, and George Campus on September 30, all at 9:00 AM. Proposals must include four paper copies and one electronic copy on USB drive.
