About this opportunity
The City of Santa Monica is requesting proposals for on-call Code Enforcement Services to augment its Code Enforcement Division staff during high-workload periods, with proposals due October 28, 2026 at 3:00 p.m. and a questions deadline of October 9, 2026.
Personnel must hold current PC 832 certification and valid California Association of Code Enforcement Officers (CACEO) certification or equivalent, plus a minimum of two years of qualifying code enforcement experience with a local jurisdiction. Services encompass enforcement of the Santa Monica Municipal Code across Building and Safety, Property Maintenance, Nuisances, Regulatory, and Zoning compliance areas, including inspections, violation investigations, record maintenance, follow-up abatement procedures, and coordination with other municipal departments.
The City of Santa Monica Living Wage Ordinance applies, requiring a minimum wage of $25.00 per hour for covered employees on contracts exceeding $54,200. The contract will be firm-fixed for an initial five-year term with zero renewal options, exercisable at the City's sole discretion.
Proposals are evaluated on four equally weighted criteria (25 points each): Experience, References, Cost, and Quality of Work/Technical Capabilities. Proposers must submit firm qualifications, key personnel resumes, references from municipalities that received similar services within the past five years, a detailed project work plan, and a cost proposal with hourly fee schedules including fringe benefits and indirect costs. No bidders conference or site visits are specified. All proposals become public record under the California Public Records Act unless specifically marked as trade secrets or confidential. The City reserves the right to reject any and all proposals, request best and final offers, and award to the proposer whose overall proposal is most advantageous to the City.
