About this opportunity

The School Board of Palm Beach County, Florida is requesting proposals for Construction Management at Risk services for the Historic Carver Technical Education Center facility remodel at 301 SW 14th Avenue, Delray Beach, with proposals due August 10, 2026 at 2:00 p.m. EDT via BidNet Direct. Proposers must be Florida-licensed Certified General Contractors or Certified Building Contractors prequalified by the School Board prior to the proposal due date — this is a mandatory eligibility gate. The School Board has established a Small Business Enterprise (SBE) preference program with a size standard ceiling of $13,000,000 in average gross sales over three years for Construction Services classifications.

The scope encompasses demolition of Buildings #2, #8, and #13; remodel of Buildings #1 and #12; expansion of parking lots, vehicular circulation, and pedestrian paths; and installation of new building signage and security systems. The preconstruction phase requires cost analysis, estimates for three design phases (Schematic Design, Design Development, and Construction Documents), project schedules, and design recommendations for building, structural, and mechanical systems. The Guaranteed Maximum Price budget is $14.25 million. A preconstruction phase fee and reimbursable expenses will be negotiated with the top-ranked proposer. The District maintains a Direct Material Purchase Program to recover sales taxes on owner-purchased materials.

Proposals must include proof of active business licenses, bonding capability letters, insurance certificates, drug-free workplace certifications, and beneficial interest disclosures. Questions are due July 27, 2026 via BidNet Direct, with final addenda issued August 3, 2026. The Selection Committee meets August 25, 2026 at 9:00 a.m. EDT. Contract award is anticipated in November 2026, with design notice to proceed October 19, 2026, construction document completion targeted for April 30, 2027, and permitted construction documents by May 31, 2027. Proposal tabulation and recommendations will be posted no later than August 28, 2026, available for 72 hours. Protests under Florida Statutes Section 120.57(3) may be filed by adversely affected interested parties within prescribed timeframes.

  • The School Board of Palm Beach County, Florida, invites Certified General Contractors or Certified Building Contractors prequalified by the School Board, pursuant to SREF Chapter 4.1 prior to the Proposal Due Date, to submit a Proposal for: CONSTRUCTION MANAGEMENT SERVICES FOR: FACILITY REMODELPROJECT NAME: HISTORIC CARVER TECHNICAL EDUCATION CENTER PROJECT ADDRESS: 301 SW 14th AVE. DELRAY BEACH, FL 33444 RFP NO.: 27C-005H PROJECT NO.: 0904-8464 PROPOSALS SHOULD BE BASED UPON THE FOLLOWING DESCRIPTION OF WORK:History of the Site:In 1958 the school was built in its current location, where it became a dedicated high school for Black students in grades 9 through 12 during segregation. After desegregation, the former Carver high school campus was repurposed as the Delray Full-Service Center. The site carries significant historical weight and has a proud history. Over the years, the facility has benefited the community in multiple ways. It has educated many residents who became leaders, business owners, and professionals. The Historic Carver continues to function as a center for adult education and career training, honoring the legacy of Carvers educational contribution while preparing students for current workforce demands. As of late 2024 and 2025, the campus underwent a major transformation, which included the demolition of older buildings and the preservation of original buildings, with the gymnasium converted into a multipurpose facility. The redevelopment introduced a new 20,000 square-foot, two-story adult education facility that houses advanced labs for health sciences, IT, and construction. The existing campus parking lots, utilities, and site drainage does not accommodate the proposed Historic Carver Technical Education Center redevelopment and remodel project. This RFP is for the scope of work which includes the demolition, site development, and remodel of existing facilities as depicted in the attached concept site plan and explanation below.
