About this opportunity
The City of Frisco is requesting proposals from qualified construction management firms for Construction Manager at Risk (CMAR) services on Frisco Fire Station No. 11, with proposals due October 15, 2026 and a question deadline of October 8, 2026.
The scope includes customary CMAR services with pre-construction services commencing immediately following contract award in December 2026. The facility will be approximately 10,000 to 10,500 square feet, single-story, located off Lebanon Road and Hunters Creek Trail in Frisco, Texas. Program elements include dormitory capacity for eight firefighters, dayroom, kitchen/dining, storm shelter, two drive-through apparatus bays approximately 78 feet deep, fueling station with canopy, and parking for staff and public. The architect is Komatsu Architecture/Parkhill.
The total estimated construction budget does not exceed $9 million. The City will execute a fixed-sum contract with the selected CMAR, with a guaranteed maximum price likely required at the 60 to 70 percent construction document phase. Proposers must provide pre-construction services fees, a general conditions not-to-exceed dollar amount or per-month cost, construction phase services fees, performance and payment bond costs, and liability insurance premiums. A 100 percent payment and performance bond is required within ten days of contract execution.
Evaluation criteria carry the following weighting: experience of the proposer (35 points), proposed personnel and management team (25 points), compensation structure (30 points), and financial strength (10 points). Proposers must submit audited financial statements, proof of bonding ability, resumes for proposed personnel, and references from comparable CMAR fire station projects. Interviews may be conducted in late October or early November 2026. The City reserves the right to reject any or all proposals and award without interviews. Proposals may be submitted as original hard copies plus digital copies on CD or flash drive, or through the Bonfire portal. AIA Document A133-2019 will serve as the Owner/Contractor Agreement.
