About this opportunity

The City of McKinney, Texas is requesting qualifications for Construction Manager at Risk (CMAR) services for the design and construction of McKinney Fire Department Facilities under a two-step selection process, with Step 1 qualifications due September 24, 2026 and a pre-submittal conference on September 8, 2026 at 2:00 p.m. CT.

The procurement is being conducted pursuant to Texas Government Code Chapter 2269. The scope encompasses two primary components: the McKinney Driver Training Pad, Classroom and Storage Building (DTCS) Project with a budget of approximately $12 million, including a 350-foot by 600-foot driver training pad, multi-purpose training classrooms, apparatus storage bays, and associated facilities for both the Fire Department and Police Department; and a future Fire Station with an approximate cost of $15 million and approximately 16,000 square feet. The architect for all projects is Conduit Architecture + Design.

Respondents must demonstrate experience with similar fire department facilities, public projects of comparable scope and complexity, strong safety records, and qualified personnel. Required insurance includes Commercial General Liability ($2 million per occurrence, $4 million aggregate), Workers' Compensation with Texas statutory limits, Business Automobile Liability ($1 million combined single limit), and Umbrella/Excess Liability ($5 million). Liquidated damages of $1,000 per day apply for late completion.

The City will select up to five respondents based on Step 1 qualifications for advancement to Step 2, which will solicit pre-construction services fees, construction services fees, staffing plans, detailed project schedules, and bond ratings. Step 1 evaluation uses a 100-point scale: 40 points for firm and individual qualifications, 25 points for capability and capacity, 20 points for references, 10 points for proposed project schedule, and 5 points for submittal completeness. Step 2 adds 25 points and interviews add 25 points for a potential maximum of 150 points. The interpretation deadline is September 10, 2026 at 2:00 p.m. CT. Step 2 RFP issuance is scheduled for October 6, 2026, with interviews potentially on October 19 and anticipated award recommendation by November 3, 2026. Step 1 submittals are limited to 30 pages, delivered electronically via Bonfire or by mail/hand delivery to Tracey Epps, Procurement Services Manager.
