The solicitation seeks a fully hosted, web-based CMS with comprehensive functionality, including content creation and publishing workflows, page templating and design tools, media library management, form builder tools, and single sign-on integration capabilities. Potential vendors must submit a detailed proposal encompassing a product description, annual support services, company experience, two professional references, and a cost proposal, along with certification regarding NYS Executive Order No. 16. The procurement timeline requires potential bidders to submit questions by August 22, 2025, at 5:00 pm eastern time, with anticipated answers around September 5, 2025, and final proposals due by September 12, 2025, at 5:00 pm eastern time. Communication is strictly limited to designated procurement contacts Jordan Lohre and Erik Finkell to maintain procurement integrity. Proposals may be submitted electronically to contract.unit@suny.edu, with SUNY reserving the right to make no award.

The procurement does not include a service-disabled veteran-owned business set-aside, and the opportunity is open to all business entities across New York State counties. No incumbent vendors or existing contractors are identified in the solicitation. The project has a defined budget of up to $75,000 and will result in a three-year contract term. The solicitation emphasizes that SUNY will not reimburse any travel or travel-related expenses associated with the proposal process. Bidders are required to demonstrate their product's capabilities, company experience, and provide references to substantiate their qualifications. No specific infrastructure integration requirements are explicitly stated, suggesting vendors can propose solutions that best meet SUNY's content management needs. The procurement process allows for both electronic and hard copy submissions, providing flexibility for potential vendors while maintaining a structured and transparent selection methodology.
