About this opportunity

The New York State Department of Agriculture and Markets is soliciting applications from County Soil and Water Conservation Districts for the Climate Resilient Farming Program – Round 10, a matching-grant program funding agricultural climate change mitigation and adaptation projects, with applications due November 23, 2026 and awards anticipated in March 2027.

Eligible applicants are County Soil and Water Conservation Districts (Project Sponsors) only; they may submit an unlimited number of applications on behalf of one farm or multiple farms. Projects must fall into one of four tracks: Livestock Management (manure, methane management, and precision feed management); Adaptation and Resiliency; Healthy Soils NY (soil health and agroforestry systems); or Agricultural Forest Management. All projects must implement Agricultural Best Management Practice Systems and farm operators must participate in the Agricultural Environmental Management Program.

The program allocates $16.8 million total across the four tracks: $6 million for Track 1, $4.8 million for Track 2, $5 million for Track 3, and $1 million for Track 4. Proposals may request up to an 80% grant from New York State for Tracks 1–3, with outreach and technical assistance eligible for 100% reimbursement; Track 4 is eligible for 100% cost-share. Individual contract terms are four to five years.

Evaluation prioritizes (1) mitigation of agriculture's climate impact through greenhouse gas emission reduction and carbon sequestration, (2) farm adaptation to current and projected climate conditions specific to New York State, (3) clear needs assessment with adequate scope of work, and (4) local support and cost-effectiveness. New participants and beginning farmers receive five preference points. Proposals scoring below 100 points (50% of maximum aggregated score) will not be considered. Proposals must meet 30% overall MWBE participation (15% MBE and 15% WBE) and 6% SDVOB participation goals. Questions are due October 23, 2026, with final Q&A posted by October 30, 2026.
