About this opportunity
The City of Clearwater, Florida is requesting bids on replacement of floating docks, finger piers, gangways, and utilities at Clearwater Harbor Marina under ITB 26-0051-MA, with bids due September 2, 2026. Prospective bidders must pre-qualify with the City's Engineering Division at least two weeks prior to bid opening unless already pre-qualified.
The scope encompasses replacement of seven floating docks on the main dock walkway, marginal wharf, and B-Dock; three finger piers; installation of two new 8-foot-wide by 31-foot-long aluminum gangways; new steel pipe piles (833 linear feet at 24-inch diameter and 56 linear feet for guides) with pile guides to anchor the remaining marginal wharf; and replacement of water, fire, and electrical lines running from the marginal wharf through A-Dock. The replacements are necessitated by hurricane Milton damage and removal of wave attenuators. The floating docks will consist of five 13-foot-wide units, one 10-foot-wide unit, and three 4-foot-wide by 45-foot-long finger piers, configured as shown in project drawings. Work includes reconnection of mechanical and electrical systems, stainless steel post-tension cables, and floating turbidity barrier installation. Contractors must provide evidence of current state and county licenses. All bidders must comply with Florida Statutes regarding E-Verify registration, submit scrutinized-company and anti-human trafficking certifications, and provide a current W-9 form.
Bid pricing is structured as lump-sum line items covering mobilization, bonding and insurance, general conditions, demolition and removal, dock and pier provision and installation, gangways, guide frames, pile installation, utilities reconnection, and a 10% contingency allowance. Bid security of 10% of the maximum bid price is required as a certified check, cashier's check, or bid bond. The City anticipates a single award and will evaluate based on bidder qualifications, compliance with requirements, unit prices, and submitted bid data. The successful bidder must execute the agreement and furnish payment and performance bonds within ten days of award.

The scope of this project includes the replacement of seven (7) floating docks on the main dock walkway, marginal wharf and B-Dock, three (3) finger piers, electrical and mechanical utilities within the project area, and replacement of cable-connections within the floating dock to accommodate the removal of the wave attenuators.
The floating docks will be replaced by five (5) 13-foot-wide floating docks along the walkway, and one (1) each 10-foot-wide floating dock, and three (3) 4-foot-wide by 45 foot-long finger pier in the orientation presented on the drawings. Due to damage from boat impact during hurricane Milton, two (2) new 8-foot-wide by 31-foot long aluminum gangways are to be installed at the existing platform and dock that is remaining. Also, new piles including pile guides as shown on the drawings will need to be installed to anchor the remaining portions of the marginal wharf.
The work also includes replacing the water, fire and electrical lines that run along the dock from the marginal wharf through A-dock due to damage from the hurricane and replacement needed based on the removal and replacement of floating wave attenuators.
