About this opportunity

The State of Illinois Department of Public Health (IDPH) is seeking to award a sole source contract to Clear Labs, Inc. to purchase additional reagents for use on the recently acquired Clear DX genomic sequencing instruments. The Clear DX is the only fully automated system capable of performing sample extraction, whole genome sequencing, and post-sequence analysis within 18 hours. IDPH is requesting $1,004,000 to purchase reagents from Clear Labs, Inc. through November 30, 2024 to test an anticipated 20-30% increase in 1,500 annual specimens for foodborne outbreak and other infectious disease testing. Clear Labs, Inc. is the sole manufacturer and authorized supplier of the reagents required for the Clear DX instruments. A public hearing will be cancelled unless an interested party submits written comments or a request for a public hearing by September 1, 2023.

This is a sole source procurement, as Clear Labs, Inc. is the only vendor that can provide the specialized reagents, software, and services compatible with the IDPH's Clear DX instruments. IDPH estimates the Clear DX system will save approximately $59,722.50 annually in lab technician time compared to manual sequencing processes. The contract will be funded through state, federal, and other sources, and IDPH must continue purchasing reagents, consumables, and service coverage to support the Clear DX instruments going forward. No other incumbent vendors or contractors are identified.
