About this opportunity

The Town of Germantown is seeking bids for a Clean Energy Communities Roof Mounted Solar Array Project involving the installation of a minimum 20.25 kW solar array on the town's salt shed building located at 65 Palatine Park Road in Germantown, New York. The project, funded through a $40,000 NYSERDA grant, requires bidders to have a minimum of five years' experience as solar energy system installers and provide references for three similar assignments completed within the past five years. Deliverables include providing and installing solar panels and equipment, preparing electrical drawings, obtaining necessary permits, and offering a minimum five-year warranty on workmanship, equipment, and installation. A non-mandatory pre-bid conference is scheduled for October 25, 2024, at 1 pm, with bid submissions due on November 22, 2024, at 1 pm. Bidders must comply with New York State Labor Law, including prevailing wage requirements, and be capable of obtaining a performance bond covering the full project cost. The contract term is approximately six months, running from January 3, 2025, to July 3, 2025, with a base bid not to exceed $50,000.

The procurement opportunity has no specific set-aside designations for minority-owned, women-owned, service-disabled veteran-owned, or disadvantaged businesses, with all contracting goals set at 0%. The Town of Germantown has not awarded any identical or substantially similar procurement contracts within the past five years. The project involves integration with an existing net-metered salt shed building, and bidders must include interconnection costs in their proposals. The project budget is constrained by the $40,000 NYSERDA grant, with NYSERDA incentives to be deducted from the final project cost. No subcontractors are permitted except as specifically outlined in the bid documents. The total project budget is capped at $50,000, with the expectation that the solar array installation will provide long-term energy savings and sustainability benefits for the town's infrastructure.
