About this opportunity

Episcopal Children's Services (ECS4Kids) is seeking an external contractor to perform PreK CLASS observations across 109 Head Start classrooms in 14 Florida counties and 9 Georgia counties during the 2025-2026 school year. The procurement involves conducting two 30-minute observation cycles per classroom, with each cycle comprising a 20-minute observation and 10-minute coding session, to be completed between 8:30 AM-2:30 PM, excluding naptime. All observations must be finalized by April 30, 2026, with comprehensive reports due by May 22, 2026. The contractor will be responsible for all travel expenses and must provide a certificate of insurance. Evaluation criteria will include total cost per region, in-kind amount offered, demonstrated knowledge and experience, timeline adherence, and capacity to manage observations across all locations. Quotations must be submitted via Bidnet Direct by the September 29, 2025 deadline, with bidders required to include two business references if this is their first time bidding with ECS4Kids. The contractor will be expected to deliver detailed CLASS observation results, including score sheets and an Excel spreadsheet with comprehensive classroom information.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Payment terms are net 30 days, with contractors permitted to submit monthly invoices. ECS4Kids reserves the right to terminate the agreement at any time, with reasonable costs incurred prior to termination to be paid to the contractor. While a specific budget range is not disclosed, the contract covers observations across 91 classrooms in Florida and 18 classrooms in Georgia, totaling 109 locations. The contract appears to be structured as a professional services agreement, with potential for future renewals contingent upon satisfactory performance and fund availability. Contractors will need to demonstrate compliance with various contractual terms, including maintaining separate accounting records, adhering to equal employment opportunity standards, and meeting comprehensive data security and confidentiality requirements as outlined in the attached contractual terms and conditions document.
