The RFQ seeks an external contractor to perform PreK CLASS observations in 109 Head Start classrooms across 14 counties in Florida and 9 counties in Georgia during the 2025-2026 school year. Specifically, the contractor will conduct two 30-minute observation cycles at each classroom, with each cycle including a 20-minute observation followed by a 10-minute coding session. Observations must be completed between 8:30 AM-2:30 PM, excluding naptime, and must be finished by April 30, 2026, with all reports due by May 22, 2026.

The contractor will be responsible for all travel costs, providing a certificate of insurance, and delivering comprehensive CLASS observation results, including score sheets and an Excel spreadsheet with detailed classroom information. Payment terms are net 30 days, with the option to submit monthly invoices. ECS4Kids will evaluate bids based on total cost per region, in-kind amount offered, demonstrated knowledge and experience, timeline adherence, and ability to manage observations across all locations. Bidders must submit quotations via Bidnet Direct by the specified online deadline and include two business references if this is their first time bidding with ECS4Kids. The organization reserves the right to terminate the agreement at any time, with reasonable costs incurred prior to termination to be paid to the contractor.

^If the district must close schools for a day or more due to hazardous weather, the school district will utilize weather day/s to provide for any lost instructional days. Given the placement of weather days on May 29, June 1 and 2, there is a possibility that the school year could extend past

May 28th. Should there be no need to use the Weather Days on May 29, June 1 and 2, teacher post-planning days would be moved up to begin on the first available non-instructional day during that week.
