About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on inmate and staff exercise equipment for the CKMCC facility in Lexington, with bids due August 7, 2026 at 1:30 PM ET under RFB 758 2700000032. This is a resolicitation of RFB 758 2600000579, which closed unawarded on May 21, 2026.

Kentucky resident bidders and qualified bidders (including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities) receive preference equal to 20 percent or 15 percent of maximum points, respectively. Bidders claiming resident or qualified status must complete and notarize required affidavits confirming authorization to transact business in Kentucky, maintenance of tax filings and workers' compensation coverage for at least one year, and compliance with KRS Chapter 163 or employment thresholds as applicable.

The scope spans two groups: Staff Use Equipment (commodity lines 1–5) includes one each of commercial-grade treadmill, elliptical, upright exercise bike, stair climber, and recumbent bike; Inmate Use Equipment (commodity lines 6–8) includes six each of commercial-grade treadmills, ellipticals, and recumbent bikes. All equipment must support 400–450 lbs weight capacity and include commercial rubber flooring mats. Inmate-use equipment specifications emphasize durability features including motorless running tracks, precision ball bearing systems, and heavy-duty flywheels. Vendors may bid on either group or both, but must include all items within a selected group for responsiveness. The vendor must perform installation at 3105 Spurr Road, Lexington, Kentucky 40511 during business hours (Monday–Friday, 8 AM to 4 PM), with the agency providing loading dock access.

Evaluation is Best Value: price 90 points, delivery time 10 points, and warranty pass/fail. Staff Use Equipment requires minimum five-year warranty on frame, parts, and labor at no additional cost; inmate-use equipment has no warranty requirement. Bid pricing must be F.O.B. Destination Freight Prepaid and Allowed, inclusive of all shipping and installation, and remain valid for 60 days after bid due date. Vendors must register in the Commonwealth eProcurement System at least 24–48 hours before submission and provide proof of Commercial General Liability Insurance ($1 million per occurrence, $2 million aggregate) and Automobile Liability Insurance ($1 million per occurrence). Written vendor questions were due July 28, 2026. The Commonwealth reserves the right to cancel if responses exceed available funding.
