About this opportunity
The City of Houston is requesting proposals for citywide work orders under the Neighborhood Traffic Management Program Project No. 7, a Competitive Sealed Proposal (CSP) solicitation with proposals due October 8, 2026 at 10:00 a.m. (CT), and a pre-proposal conference scheduled for September 21, 2026 at 9:00 a.m. (CT) via Microsoft Teams. The solicitation carries W/SBE participation goals of 2% Women Business Enterprise and 5% Small Business Enterprise, as well as a local preference of up to 5 points for vendors designated as City Business or Local Business under the Hire Houston First Program.
The scope consists of construction and installation of traffic calming devices including speed cushions, signage, pavement markings, and miscellaneous related work across multiple residential neighborhood locations to reduce speeding and cut-through traffic. Contractors must achieve substantial completion within 730 days from the date of commencement.
The estimated construction budget is $3 million. The contract is anticipated to start in January 2027, with City Council agenda action in January 2027 and selected proposer notification in November 2026. Written questions are due September 25, 2026 at 4:00 p.m. (CT).
Evaluation weights 60 points to technical competence (qualifications of key personnel, safety and quality assurance/quality control plans, and project approach) and 40 points to cost, with the lowest total proposal price receiving maximum points and all other proposals scored proportionally. Proposers must meet pass/fail criteria regarding responsiveness, responsibility, and financial stability. A bid bond or certified check security deposit is required with submission. The contract may be expanded to other government entities through inter-local agreements. Proposers must comply with anti-boycott certifications, drug-free workplace policies, and Executive Order 1-56 regarding zero tolerance for human trafficking.
