About this opportunity

The City of Homestead is soliciting information from qualified firms regarding their experience and capabilities for conducting a comprehensive Citywide Transit Needs and Mobility Survey via RFI, with responses due September 16, 2026 at 2:00 p.m. EST. This is a market research and planning instrument; the RFI does not constitute a commitment by the City to procure services, award a contract, or proceed with a subsequent solicitation.

The survey scope encompasses existing and future public transportation and mobility needs citywide, including the number and percentage of residents using public transit, types of transit used, trip purposes (employment, education, medical, commercial, recreational, governmental), general destinations and travel corridors, geographic areas of origin (including areas west of Krome Avenue, east of U.S. 1, and east of Florida's Turnpike), unmet transit needs and service gaps, first-mile/last-mile connectivity issues, resident interest in alternative or innovative mobility options (circulators, shuttles, microtransit, on-demand service), and needs of specific populations such as seniors and persons with disabilities. The survey is intended to support the City's development of recommendations for the Miami-Dade Transportation Planning Organization, Miami-Dade County, and other regional transportation partners.

Respondents must provide information on firm qualifications, relevant experience from the past five years with similar projects, recommended survey methodologies, data collection methods (online surveys, telephone surveys, in-person intercepts, on-board transit surveys, household surveys, focus groups), sampling and outreach strategies for underrepresented populations, data analysis and reporting capabilities, geographic and demographic analysis abilities, public engagement approaches, multilingual service availability, anticipated deliverables, project schedules, and estimated cost ranges with underlying assumptions. A non-mandatory pre-submittal meeting is scheduled for September 16, 2026. Responses must be submitted electronically through the City's secure procurement portal. The contact is Xintia Rubio, Senior Buyer, in the Public Works & Engineering Department under Director Cairo Cangas. All RFI responses become the property of the City and are subject to Florida public records laws.
