About this file

This is a City Council resolution from the City of Homestead, Florida, authorizing the City Manager to develop a scope of services and obtain quotes, proposals, or other procurement responses for a Citywide Transit Needs and Mobility Survey. The survey is intended to evaluate existing and future public transportation needs within Homestead by collecting data on transit usage patterns, resident mobility needs, and travel behaviors. The scope of services may include analysis of public transportation usage rates among City residents, types of transportation used, trip purposes (employment, education, medical, commercial, recreational, and governmental), general destinations and travel corridors, geographic areas of origin for transit users (including areas west of Krome Avenue, east of U.S. 1, and east of Florida's Turnpike), unmet transit needs and service gaps, first-mile/last-mile issues, and resident interest in alternative or innovative mobility solutions such as circulators, shuttles, microtransit, and on-demand services. The resolution was passed and adopted on June 2, 2026, by the City Council with a unanimous vote of seven council members in favor.

The resolution authorizes the City Manager to solicit procurement responses but does not independently authorize the award or execution of any agreement; any contract requiring City Council approval must be presented to the City Council for further consideration and must comply with the City Code, the City's adopted budget, and applicable procurement requirements. The survey data is intended to support the City's development of recommendations for presentation to the Miami-Dade Transportation Planning Organization, Miami-Dade County, and other regional transportation partners regarding future transit corridors, routes, service models, and mobility investments. No specific response dates, due dates, funding amounts, or budget sources are identified in this authorization resolution.
