About this opportunity
The City of West Lake Hills is soliciting sealed proposals for citywide public works general services including landscape maintenance, right-of-way maintenance, stormwater maintenance, facility maintenance, and emergency response support, with proposals due August 28, 2026 at 2:00 p.m. Central Time through the Civcast system.
Services will be performed at multiple City facilities at 911 Westlake Drive and 4010 Bee Cave Road, landscape islands and gateway features along Bee Cave Road and Westlake Drive, and stormwater infrastructure including drainage easements, culverts, channels, and gabions. The contract carries an initial one-year term with City options to renew for up to three additional one-year periods, for a maximum total term of four years. The City expects dedicated core staffing assigned to the contract rather than on-call or intermittent personnel, with the contractor solely responsible for all hiring, training, employee supervision, and safety compliance.
Proposers must submit pricing for all labor, equipment, materials, and reimbursable expenses, including hourly rates, overtime rates, emergency/after-hours rates, unit prices, mobilization charges, and equipment rates, excluding Federal Excise and State of Texas Sales Taxes. General liability, workers' compensation, automobile liability, and umbrella/excess liability insurance are required. Payment and performance bonds are not required under Texas Government Code Chapter 2253, though the City reserves the right to require bonds, letters of credit, or other security for task orders or work authorizations meeting statutory construction or public-works thresholds.
Evaluation criteria are past performance and references (20%), reputation and professional certifications (18%), quality of services (22%), extent to which services meet City needs (24%), and cost proposal and pricing structure (16%). A non-mandatory pre-submittal meeting will be held virtually via Microsoft Teams on August 4, 2026 at 2:00 p.m. Questions must be submitted in writing by August 17, 2026 at 5:00 p.m. Evaluation will occur between August 28 and September 1, with potential interviews or presentations on September 3–4 and final selection tentatively scheduled for September 7, 2026.
