About this opportunity

The City of Clearwater, Florida is soliciting sealed bids for citywide custodial services under ITB 32-26, with bids due July 28, 2026 at 10:00 a.m. local time through the City's e-Procurement Portal and a question submission deadline of July 18, 2026. The City intends to make multiple awards to responsive and responsible bidders and reserves the right to assign facilities based on contractor capacity, staffing availability, geographic coverage, and operational efficiency rather than solely on lowest price — a material departure from standard low-bid selection.

Scope includes routine custodial services (labor, equipment, materials, transportation, supervision, and insurance) at municipal facilities across Pinellas County and Clewiston City locations. Services are performed primarily Monday through Friday after 5:00 p.m. with completion by midnight; frequencies vary by location from once weekly to seven days weekly and as-needed basis. Contractor must provide all equipment and supplies, maintain sustainable green cleaning practices with approved chemical products and Safety Data Sheets, and supply an on-site point of contact during service hours and an Account Manager during normal business hours.

Minimum qualifications require five years of experience providing similar services in public or institutional settings, three commercial references, and identification of proposed personnel levels including supervisory staff. Background screening including Level 2 clearance per the Florida Jessica Lunsford Act is mandatory for personnel with child contact. Insurance requirements include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), and Workers' Compensation at statutory rates.

The pricing structure requires unit and case pricing for optional contractor-supplied consumables (Georgia-Pacific toilet paper, paper towels, and liquid hand soap); the City reserves the right to continue supplying these internally or transition to contractor supply at any time. Bid prices are firm for 90 days following opening. Award recommendation occurs August 10, 2026; City Council authorization is anticipated in September 2026; contract commencement is October 2026.
