About this opportunity
The City of Naperville is seeking proposals from qualified vendors to implement a comprehensive citywide camera and access control system upgrade. This procurement involves the complete evolution of existing surveillance infrastructure, focusing on acquiring, installing, configuring, and maintaining a new security network and access system. The project requires a turnkey solution that will provide traffic and security surveillance capabilities, integrate access controls for city buildings and properties, and enable law enforcement to store and access surveillance footage. Vendors must procure and implement all necessary computing elements, including servers, storage, software, licenses, network switches, and endpoint devices, utilizing existing city fiber infrastructure and supplementing with new fiber as needed. The project demands an entirely independent network separate from the city's current network infrastructure. The proposal is due by December 16, 2025, with the initial posting made on October 6, 2025, providing potential vendors approximately ten weeks to prepare and submit comprehensive proposals.
While specific set-aside designations are not explicitly detailed in the original documentation, the procurement appears to be open to experienced security and technology vendors with demonstrable capabilities in municipal surveillance and access control systems. The project covers jurisdictions including DuPage County and Niles Village in Illinois, suggesting potential regional impact and collaboration. The procurement requires vendors to have extensive experience in designing, implementing, and maintaining complex security network solutions with a focus on turnkey delivery. Although no specific budget range is provided, the comprehensive nature of the project—involving network infrastructure, hardware procurement, installation, configuration, and ongoing maintenance—implies a significant investment. The successful vendor will need to demonstrate technical expertise, proven implementation capabilities, and a track record of delivering secure, scalable municipal security solutions that can integrate advanced surveillance and access control technologies.
Opportunity text
The City of Naperville ("City") is soliciting proposals from experienced and qualified vendor(s) to complete the evolution of the existing surveillance cameras and access controls with new security network and access system components which will need to be acquired, installed, configured and maintained by the vendor. This new system has been designed and documented after inventory, assessment and evaluation by a hired security and access consultant. The surveillance cameras and access controls will, amongst its other capabilities, be used for traffic and security surveillance in areas of the City as well as integrate with access control for City buildings and properties. The camera security system will also allow for storage of surveillance footage to assist law enforcement with investigating criminal activity. The new network supporting existing and new cameras and access control shall be completely independent from the City's network. The vendor will be responsible for the procurement, installation, configuration and maintenance of this network, including all computing elements for the access control and surveillance network (servers, storage, software and licenses, core distribution and access layer switches, and endpoint devices). This shall be delivered as a complete turnkey solution, utilizing City's fiber and also providing where required new fiber as indicated on the drawings.
