About this opportunity

The City of Greenville is seeking qualified consulting firms to develop a City-Wide Trails and Bikeways Master Plan: Phase 2, with responses due on May 27, 2025. This procurement is a Request for Qualifications (RFQ) targeting firms experienced in municipal trail and bikeway planning within Texas. The primary objective is to create a comprehensive master plan for city trails and bikeways, with the city anticipating forming a Plan Advisory Committee comprised of Parks & Recreation Board members to collaborate with the selected consulting team. Respondents must demonstrate expertise in preparing municipal trail and bikeway plans, and can provide either full in-house professional services or propose a team approach. The RFQ requires detailed submissions including a cover letter, cost proposal, certificate of insurance, executive summary, proposed schedule, references, and comprehensive documentation of the firm's capabilities. The selection will be conducted in accordance with Texas Government Code 2254 and federal regulations, utilizing a qualification-based selection process to identify the highest qualified firm. Proposals must be submitted in three printed copies and one electronic copy to the City of Greenville's Purchasing Agent.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The RFQ is open to firms, corporations, individuals, and partnerships that typically engage in municipal trail and bikeway planning, with a specific focus on organizations with Texas municipal planning experience. While specific budget ranges are not detailed in the provided documentation, the contract will initially cover the master plan development with potential renewal options for additional years. The city will structure payments on an interim basis, calculated as a percentage of work performed, with net 30 payment terms. Proposing firms must submit comprehensive documentation demonstrating their professional capabilities, approach to the project, and specific expertise in trail and bikeway planning. The successful firm will be expected to work closely with the Plan Advisory Committee and deliver a comprehensive master plan that meets the City of Greenville's strategic objectives for trail and bikeway infrastructure development.
