About this opportunity
The City of Lyons, Georgia is seeking qualified engineering firms to provide comprehensive services for federally assisted projects through a Request for Qualifications and Proposals issued on September 24, 2025, with proposals due by 5:00 PM on October 27, 2025. The procurement encompasses services across multiple federal funding sources including Community Development Block Grants (CDBG), Redevelopment Fund Projects (RDF), Georgia Environmental Finance Authority (GEFA) Projects, Economic Development Administration (EDA) Projects, United States Department of Agriculture (USDA) Projects, Southeast Crescent Regional Commission (SCRC) Projects, and other federally funded initiatives compliant with 2 CFR 200. Responding firms must demonstrate a strong record of successfully assisting local governments with preliminary engineering reports (PER), final design, and construction administration services for federally funded projects. The City plans to contract with a selected firm within one year from the notice date, with immediate plans to engage services for FY2026 CDBG project preparation and administration, requiring completion of a draft Preliminary Engineering Report no later than February 27, 2026. Required submittals include firm history and resources, documentation of federal funds engineering experience with agencies such as HUD and EDA, key personnel qualifications and their specific roles, current workload information, proposed scope and level of services, experience with similar projects with three professional references, current Errors and Omissions Insurance coverage, completion of the Engineering/Architectural Statement of Qualifications Form, and fee proposals for preliminary engineering report preparation, design services, and construction administration services. Evaluation criteria include demonstrated project experience, key personnel qualifications, ability to meet established deadlines, professional references, insurance coverage, and cost proposals. All contracts are subject to federal and state contract provisions prescribed by the Georgia Department of Community Affairs and other federal agencies, with compliance required under applicable civil rights laws including Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974, the Fair Housing Act, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and the Build America, Buy America Act.
Section 3 Business Concerns are specifically encouraged to apply and must submit the Section 3 Certification Form if claiming Section 3 status under the HUD Act of 1968, which mandates that employment, training, and contracting opportunities generated by HUD assistance be directed to low- and very low-income persons and Section 3 business concerns to the greatest extent feasible. Firms may claim Section 3 preference status by certifying as a Section 3 Business Concern under one of three criteria: 51 percent or more ownership by low or very low-income persons, 75 percent or more labor hours performed by Section 3 workers, or 51 percent or more ownership by current public housing residents. All contractors and sub-contractors must comply with the requirements outlined in 24 CFR Part 75 and the Georgia Department of Community Affairs Section 3 Policy throughout the contract term, including posting employment and contracting opportunities in at least three community sources accessible to low-income residents, checking the HUD Section 3 Business Registry for qualified vendors, and providing preference to qualified Section 3 applicants when all other bid factors are equal. Non-compliance with Section 3 requirements triggers a cure process allowing ten business days to correct violations, with failure to comply resulting in liquidated damages of $100 per day, contract termination, debarment from future opportunities, and requirement to pay recovered damages toward Section 3 economic opportunities. All firms submitting proposals will be reconsidered on a project-by-project basis for future state and federally funded opportunities within the 2-3 year period following selection. Interested parties should request the Statement of Qualifications Form and Section 3 Certification Form from Jason Hall, City Manager, at jhall@lyonsga.org or 161 NE Broad Street, Lyons, GA 30436. No specific award values or budget ranges are disclosed in the procurement documents.
Opportunity text
Statements of qualifications and proposals are being requested from Engineering firms with a strong record in successfully assisting local governments with the preliminary report, final design, and construction administration of Federally Assisted Projects. Responding firms should be qualified to provide a Preliminary Engineering Report (PER), design and construction administration services for projects utilizing federal funds. This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns are encouraged to apply. Plans are to contract, within a year from the date of this notice, with a reputable firm for Engineering services for Federally Funded Projects related to community and economic development. This procurement could include Community Development Block Grant (CDBG), Redevelopment Fund Projects (RDF), Georgia Environmental Finance Authority (GEFA) Projects, Employment Incentive Program (EIP), Economic Development Administrations (EDA) Projects, Southeast Crescent Regional Commission (SCRC) Projects, United States Department of Agriculture (USDA) Projects, and any other federally funded project in Compliance with 2 CFR 200 for Procurement. This procurement action may also lead to additional project contracts and/or contract addendums for planning, administrative and other related services for State and Federally funded projects. This is not a request for a retainer of services. Immediate plans call for services to assist with the preparation and administration of a FY2026 CDBG Project. All firms submitting will be reconsidered, on a project-by-project basis, should future state and federally funded opportunities arise within the next 2-3 year period.
