About this opportunity

The Massachusetts Office for Refugees and Immigrants is seeking responses from a single non-profit organization to provide technical assistance to the statewide Citizenship for New Americans Program (CNAP) network, with proposals due August 11, 2026, and award anticipated by September 29, 2026. This is a sole-source, single-contractor procurement limited to non-profit entities.

The scope includes Department of Justice recognition and accreditation support for approximately fourteen community-based CNAP service providers; development and maintenance of an online repository for training materials and resources; legal support for citizenship cases; federal policy updates; training delivery on naturalization and citizenship topics; troubleshooting assistance for USCIS application submissions; and partnership development activities. The awardee must employ at least one immigration attorney in good standing, authorized to practice immigration law in Massachusetts, with no disciplinary records.

The contract term runs October 1, 2026, through June 30, 2031, comprising an initial one-year period and four optional one-year renewal periods contingent on funding availability and satisfactory performance. Approximate funding of $50,000 is available for State Fiscal Year 2027 (July 1, 2026 – June 30, 2027), with funding for subsequent years subject to state appropriation. The contract operates on a cost-reimbursement basis; invoices are submitted monthly by the 15th for reimbursement of prior-month expenditures. ORI reserves the right to increase the maximum obligation if additional funds become available and to modify scope, performance measures, and reporting requirements based on programmatic needs.

Questions must be submitted through COMMBUYS Bid Q&A by July 29, 2026. No bidders' conference will be held. ORI may give preference to bidders committing to supplement contracted services with third-party funds. All respondents must submit financial qualification documentation, including audit reports or IRS Form 990 filings, board information, articles of organization, organizational charts, and executed Commonwealth terms and conditions for human and social services.
