The scope encompasses five primary work divisions: building envelope and roof replacement (approximately 1,700 square feet), water mitigation and environmental remediation of basement levels, basement and garage interior repairs, first floor flooring and interior repairs, and exterior repairs including deck and handrail work. An additive alternate for retaining wall replacement (estimated 90 linear feet) is included. Mandatory qualifications include prior completion of at least three similar projects, appropriate worker certifications, sufficient workforce capacity, and expertise in flood remediation and mold remediation per industry standards. The vendor must hold a valid West Virginia contractor's license and comply with drug-free workplace requirements.

Pricing is submitted as lump sum for base bid and any accepted alternates, with vendors required to provide cost breakdowns across six divisions. The bid bond requirement is 5 percent of the total bid amount; the successful vendor must provide a performance bond and labor/material payment bond each equal to 100 percent of the contract value, plus a two-year maintenance bond covering the roofing system. Work is performed at Chief Logan State Park, Building 4, 376 Little Buffalo Creek Road, Logan, West Virginia, with standard work hours 7 a.m. to 7 p.m., Monday through Friday, excluding state holidays, with no overtime or premium time included in pricing.
