About this opportunity

The City of Cheyenne, Wyoming is soliciting proposals for professional engineering services for the Cheyenne Dry Creek Union Pacific Railroad Crossing project through Request for Proposal (RFP) #RFLP 1-25. The procurement seeks a licensed professional engineering firm to conduct analytical and design engineering services, with a specific focus on developing a comprehensive feasibility study, benefit cost analysis, and preliminary design plans for stormwater detention in Kiwanis Park and additional conveyance under Union Pacific Railroad tracks. Required deliverables include a feasibility analysis exploring multiple detention and culvert flow scenarios, a detailed benefit cost analysis evaluating impacts to the city, county, future development, and interstate commerce, and preliminary design plans at approximately 30% completion. Proposing firms must be licensed by the Wyoming Board of Professional Engineers and Professional Land Surveyors and registered with the Wyoming Secretary of State. The evaluation will utilize a structured scoring methodology outlined in Attachment A-1, which assesses experience, personnel qualifications, past performance, technical expertise, and proposal quality. Key dates include a proposal question deadline of March 17, 2025, a proposal submission deadline of March 26, 2025 at 3:00 pm, and an anticipated project completion date of December 29, 2025, with a notice-to-proceed expected for May 2, 2025.

The contract opportunity is open to professional engineering firms, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. Proposers must submit both technical and price proposals electronically through the City's eProcurement portal, with strict instructions to keep pricing information separate from the technical proposal. The project is partially funded by a $200,000 budget, which includes funds from a FEMA Building Resilient Infrastructure and Communities (BRIC) grant and the city's 1% optional sales tax. The city requires proposing firms to have a Civil Engineer registered in Wyoming with a minimum of 10 years of project design experience in hydrologic/hydraulic analysis and benefit cost analysis for major stormwater projects. The procurement allows for subconsultant involvement, including geotechnical investigation, surveying, and utility investigation, with all staff or fee structure changes requiring prior written city approval. The City reserves the right to reject any or all proposals, delay the award, or cancel the procurement process at any time, and proposals must remain valid for at least 120 days from submission.
