About this file
Attachment A-1 is a First Round Consultant Proposal Evaluation form from the City of Cheyenne for the Dry Creek Union Pacific Railroad Crossing project in Wyoming. The document provides a structured evaluation framework for rating consulting firms on five key criteria: (1) Experience and Personnel Qualifications, (2) Past Performance, (3) Knowledge and Technical Expertise, (4) Specific Requirements, and (5) Proposal Quality. Each criterion is assigned a weight from 1-5 and can be scored from 0-5, allowing for a comprehensive assessment of potential consulting teams.
The evaluation form enables the City Engineer's Office to systematically score proposals based on factors such as personnel qualifications, related experience, project management history, technical expertise, local familiarity, and overall proposal compliance. Prospective consultants will be evaluated on their professional personnel's commitment, past performance on similar municipal projects, technical suitability, understanding of local geography and facilities, and adherence to the Request for Proposal (RFP) instructions. The scoring mechanism allows for a nuanced and objective comparison of different consulting firms seeking to work on the Cheyenne Dry Creek Union Pacific Railroad Crossing project.
