About this opportunity
New Mexico State University is requesting proposals for Chemistry Building Renovation Design services at its Las Cruces campus under RFP 1439362, with proposals due October 6, 2026, at 2:00 PM MDT and a mandatory site visit on September 15, 2026, at 10:00 AM. New Mexico residents and resident veteran businesses are eligible for preference points—up to 8 points for in-state residents and up to 10 points for resident veterans—contingent upon certification from the New Mexico Taxation & Revenue Department.
The scope encompasses full professional architectural and engineering services across programming, schematic design, design development, and construction documents. Services include structural, civil, mechanical, electrical, plumbing, and fire protection engineering; technology and telecommunications coordination; code compliance; life safety; and LEED Certification. The Design Professional must conduct site investigations, develop conceptual alternatives, perform cost estimating and value engineering at each phase, and support constructability reviews. All deliverables must be provided in native editable digital format and PDF. The facility is a four-floor Chemistry Building at 1175 North Horseshoe with 117,701 net assignable square feet, originally constructed in 1957. The scope can encompass demolition, renovation, new construction, and/or additions, with potential future phases subject to additional funding.
Evaluation is weighted as follows: specialized planning and design technical competence (35 points), firm capacity and capability including consultants and subcontractors (25 points), past performance on government and private contracts (25 points), proximity and familiarity with the project area (5 points), design work performed in New Mexico (5 points), and previous NMSU work not 75% complete (5 points). The maximum evaluation score is 100 points, with preference points adding up to 10 additional points for a total possible score of 110 points.
Proposals must not exceed 35 single-spaced pages and be submitted through NMSU's online bidding system; resumes are submitted separately and are not subject to the page limit. Clarifying questions are due September 18, 2026, at 5:00 PM. Addenda will be issued by September 28, 2026, at 5:00 PM. Respondents must maintain liability insurance and provide certifications regarding non-collusion, conflict of interest, and non-discrimination. All proposal costs are borne by respondents.
