About this file
This Evaluation Criteria document outlines the scoring framework for the Chemistry Building Renovation Design project at New Mexico State University (NMSU). The document establishes a weighted point system for evaluating proposals submitted in response to the request for proposals, with evaluation categories addressing specialized planning and design technical competence (35 points), capacity and capability of the firm including consultants and sub-contractors (25 points), past record of performance on government and private contracts (25 points), proximity to and familiarity with the project area (5 points), amount of design work to be performed in New Mexico (5 points), and volume of previous work completed for NMSU that is not 75% complete (5 points).
Proposals may qualify for additional preference points under New Mexico State Residence and Veterans preference programs, with eligible in-state resident businesses receiving up to 8 preference points and resident veteran businesses receiving up to 10 preference points, contingent upon submission of appropriate certification from the New Mexico Taxation & Revenue Department. Respondents must comprehensively address all evaluation criteria, including firm qualifications, organizational structure, proposed approach to project delivery, project timelines with labor category breakdowns, relevant project history with supporting documentation, cost control methodology, and incorporation of energy-conserving and sustainable design measures. Joint venture proposals must specify the percentage of work to be performed by resident or veteran-owned entities. The total possible evaluation score is 100 points, with an additional 8 to 10 preference points available, creating a maximum possible score of 110 points.
