About this opportunity

The State of Wyoming, through the Department of Enterprise Technology Services and the A & I Procurement Office, is seeking proposals for Check Point appliances, hardware, software, professional services, support, and training. This solicitation (Bid 0224-K) requires vendors to provide comprehensive cybersecurity solutions, including specific pricing for hardware, software, professional services, and training across various categories. Vendors must offer set discount percentages and provide on-site support with engineers holding CCSA, CCSE, and CCMA certifications. The procurement will utilize the Public Purchase online bidding system, with proposals due by May 21, 2025, at 2:00:00 p.m. Mountain Time. All questions must be submitted through the online system by May 9, 2025, at 2:00 p.m. The contract will have an initial two-year term with potential renewals, allowing for up to five years of total contract period. Evaluation criteria will focus on pricing and responsiveness, with the state reserving the right to make multiple bid awards and negotiate with bidders.

The solicitation provides preference to Wyoming resident businesses, requiring a resident certification number by the bid due date. The state emphasizes non-discrimination, ensuring full opportunity for minority business enterprises and prohibiting discrimination based on age, race, color, sex, creed, national origin, or disability status. There is no minimum guaranteed purchase amount, and the state maintains flexibility to select, reject, or negotiate with bidders. Pricing adjustments are permitted after the first 120 days, with provisions for price reductions if the vendor's prices decrease for other customers. The procurement specifically references Check Point's Cyber Security Learning Credits (CLC) and requires detailed support, maintenance, and training services. Vendors must submit all documents in PDF, Excel, or Microsoft Office format, and must completely upload their proposals through the Public Purchase system by the specified deadline or risk being deemed non-responsive and eliminated from consideration.
