About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting expressions of interest from qualified architectural and engineering firms to provide design services for UPS system replacement in the Operations Building at Camp Dawson, with responses due September 8, 2026 at 1:30 p.m. Eastern Time. This is a centralized procurement on behalf of the West Virginia Army National Guard, Construction and Facilities Management Office.

The scope encompasses complete design services—mechanical, electrical, plumbing, and architectural disciplines—for replacement and upgrade of two uninterruptible power supply systems in the Operations Building near Kingwood, Preston County. Work includes analysis of current UPS installations and power usage; removal and replacement of existing UPS units, battery cabinets, monitor stations, and related hardware; utility relocation as necessary; and delivery of design documents at 35%, 65%, 95%, and 100% completion stages with concurrent cost estimates. A mandatory pre-bid meeting is required.

The procurement follows a two-phase model: Phase 1 covers Type A (Investigative Services) and Type B (Design Services); Phase 2covers Type C (Construction Administration) services to be added via change order once the construction contract is awarded. Selection proceeds under West Virginia Code 5G-1-3 best value procedures without price or fee information from vendors. A selection committee will evaluate qualifications and experience (40 points), anticipated concepts and methods (20 points), proposed project management and quality/cost control plans (20 points), and oral interview performance (20 points). The three most qualified firms advance to oral interviews before ranking and negotiations with the highest-ranked firm.

Vendors must maintain Professional/Malpractice/Errors and Omission Insurance of at least $1 million per occurrence, Commercial General Liability Insurance of $1 million per occurrence, and Automobile Liability Insurance of $1 million per occurrence. Respondents must be properly registered with the West Virginia Purchasing Division and comply with all state licensing, workers' compensation, and conflict-of-interest requirements. Contact David H. Pauline, buyer, at 304-558-0067 or david.h.pauline@wv.gov for additional documentation and project details.
