About this opportunity

The Oregon Department of Transportation Procurement Office, on behalf of the City of Central Point, is soliciting qualified consultants through a mini-Request for Proposals to update the City of Central Point's Transportation System Plan in compliance with Transportation Planning Rule updates for local governments within metropolitan planning organization boundaries. The primary deliverables include identification and assessment of existing transportation facilities, development of street cross sections, analysis of transportation options and demand management techniques, climate-friendly area planning, and pedestrian and bicycle safety improvements. The updated TSP will establish goals, policies, performance measures, and implementing regulations that support multimodal transportation, safety analysis, community engagement, equity evaluation, and a twenty-year planning horizon. The mini-RFP is anticipated to be released on or after March 6, 2026, through OregonBuys with a closing period of 21 to 30 calendar days after posting. Evaluations will be conducted within 14 to 21 calendar days from the bid opening date, and the Agency reserves discretionary authority to conduct interviews or request follow-up questions. Prior to the mini-RFP release, interested parties may direct inquiries to Jo'nyee Robinson at jonyee.robinson@odot.oregon.gov; following publication, all questions must be submitted to the Single Point of Contact designated in the mini-RFP document. All required materials must be submitted exclusively through OregonBuys, and prospective bidders must register in the system before the solicitation is published.

This procurement is restricted to consultants who have been awarded a Price Agreement from the TLUP-21 Price Agreement series, making this opportunity unavailable to general open competition and limiting eligibility to previously qualified vendors on the specified price agreement. No information regarding set-asides for disadvantaged enterprises, incumbent vendors, or award values and budget ranges is provided in the pre-solicitation notice. Prospective respondents should note that no proposals or offers should be submitted in response to this Pre-Solicitation Notice, as such submissions will be rejected; the formal mini-RFP will be released through OregonBuys on or after March 6, 2026.
