About this opportunity

The Housing Authority of the City of Vancouver, Washington is requesting bids for fire sprinkler system repairs at Central Park Place under ITB 2026-017, with bids due August 5, 2026 and a mandatory pre-bid meeting on July 16, 2026 at 9:00 a.m. PT at 1900 Fort Vancouver Way, Vancouver, Washington.

The scope addresses recurring pinhole leaks in copper sprinkler lines at this 125-unit, four-story wood-framed apartment building constructed in 1997. Phase 01 requires assessment and evaluation of the fire backflow assembly, fire pump, wet standpipe and riser assembly, and existing copper lines, with pricing for repair recommendations, timelines, relocation and fire watch requirements, and system flushing. Phase 02 involves replacement of sprinkler line segments using CPVC pipe in corridors, building spaces, and in-unit residential areas, with drywall patching priced at specified rates per linear foot and square foot. The project is an occupied rehabilitation designed to minimize tenant disruption and will commence upon execution and terminate upon work completion.

Bidders must demonstrate a minimum of four years' experience in sprinkler system repair services and maintain an acceptable performance record. The VHA strongly encourages participation by minority-owned, women-owned, veteran-owned, and small businesses and may require Section 3 program participation during construction. The project is subject to Washington State Evergreen Sustainable Development Standards compliance and is not subject to prevailing wage or apprenticeship training requirements.

Contractors must maintain commercial general liability insurance of at least $1 million per occurrence, automobile liability insurance of $1 million combined single limit, and workers' compensation insurance as required by state statute. A bid bond equivalent to 5% of the bid price is required for bids exceeding $250,000. Award will be made to the lowest responsive and responsible bidder. Questions are due July 22, 2026 at 5:00 p.m. PT. All pricing must be inclusive of costs, taxes, permits, and labor, with credit card processing fees the bidder's responsibility.
