About this opportunity

The City of Aurora is requesting bids on removal of three inactive underground storage tanks (one 20,000-gallon diesel UST and two 20,000-gallon gasoline USTs) at the former Central Maintenance Garage, 720 N. Broadway, under IFB #26-067, with bids due September 2, 2026 at 11:00 a.m. Work must comply with the Illinois Leaking Underground Storage Tank (LUST) Program and all applicable federal and state guidelines.

Tanks are estimated at 10 to 10.5 feet diameter, 30 to 35 feet length, with depths to bottom of approximately 12 to 14 feet, positioning them at or just above bedrock. The scope includes excavation, removal of all three USTs, and backfill restoration as a lump-sum base bid, plus a $15,000 engineer's contingency allowance. Unit pricing is required for additional costs to remove and dispose of contaminated soil materials and for importing replacement soil backfill, both measured in tons and directed by the engineer. The contractor bears all dust control, debris disposal, hazardous spill remediation, and soil erosion and sediment control compliance.

Substantial completion is required by December 15, 2026, and final completion by December 30, 2026. Liquidated damages apply for failure to meet completion deadlines, assessed per working day.

Bidders must provide a Performance and Payment Bond equal to 100 percent of contract price, General Liability Insurance of $1 million per occurrence and $2 million general aggregate, Auto Liability Insurance of $1 million combined single limit, and Umbrella excess liability of $4 million per occurrence. For contracts exceeding $25,000, bidders must certify participation in apprenticeship and training programs approved by the U.S. Department of Labor. Award will be made to the lowest responsive and responsible bidder, with consideration given to prior performance history, experience on similar projects, ability to meet timeframes, and available resources. Questions were due August 24, 2026. Responses must be submitted electronically through the City's OpenGov procurement portal.
