About this opportunity
The City of DeLand, Florida is requesting bids for intersection improvements at Celery Avenue and North Mellonville Avenue under IFB 25-26-16, with bids due October 8, 2026.
The scope encompasses roadway modifications, drainage enhancements, traffic signal upgrades, and associated site work at the specified intersection. Work must comply with Florida Department of Transportation and City of DeLand standards. The project is subject to local prevailing wage requirements. Bidding is open to all qualified contractors meeting insurance and licensing specifications outlined in the IFB documents.
Bids will be submitted on a unit-price basis with line items for major bid categories; the initial estimated contract price is used for reference purposes only, with final price determined by multiplying stated unit prices by actual quantities performed. Payment and performance bonds equal to one hundred percent of the contract price are required and must be recorded in county public records before work commences. The contractor must obtain commercial general liability and builder's risk insurance, with the City named as additional insured. Five percent retainage will be withheld from progress payments until satisfactory completion. Substantial completion timeline is to be determined during contract execution. Change orders may be issued for modifications, with contractor overhead and profit capped at eight percent on the contractor's own work.
The contractor must obtain all necessary permits and pay associated fees and licensing costs. Compliance is required with federal, state, and local laws including E-Verify immigration verification, Florida convicted vendor and scrutinized companies lists, human trafficking prohibitions, and foreign country of concern restrictions. The City reserves the right to make direct purchases of materials exceeding five thousand dollars to generate sales tax savings, with such purchases reducing the contract price by change order. Liquidated damages apply if substantial completion is not achieved by the contract deadline, except for delays caused by owner acts, government directives, or extraordinary weather.
Contract documents are governed by Florida law with venue in Seminole County. A site visit and pre-bid conference are scheduled; the work is funded through the City of Sanford's capital improvement program.
