About this opportunity
The City of San Gabriel Department of Public Works is requesting sealed bids for the CDBG Pedestrian Ramp Improvements Project FY 26/27 (Contract No. 26-22), with bids due September 2, 2026 at 3:00 p.m. and a mandatory pre-bid job walk on August 19, 2026 at 10:00 a.m. Bidders arriving after 10:30 a.m. are ineligible to submit proposals. The project is subject to HUD Section 3 requirements, Davis-Bacon and Related Acts prevailing wage requirements, and California Labor Code provisions, making prevailing wage compliance a material eligibility filter.
The scope covers removal and reconstruction of Portland cement concrete curb and gutter, sidewalks, and ADA compliance pedestrian ramps, along with miscellaneous appurtenant work as indicated in the Plans and Specifications. All contractors and subcontractors must be registered with the California Department of Industrial Relations and shall pay prevailing wage rates as determined by the Director of the Department of Industrial Relations, with the higher rate applied in cases of conflict between federal and state requirements. Bidders must hold a current Class "A" State Contractor's License at time of contract award and must obtain a City of San Gabriel business license.
The completion timeline is 30 working days from Notice to Proceed, with contract execution within 7 calendar days after City Council award. Bid security of 10 percent of the total bid price, payable as a certified or cashier's check, cash, or Bid Bond, is required with each submission. The bidder shall guarantee the total bid price for 90 calendar days from bid opening. Written or email questions are due by 4:00 p.m. on August 26, 2026, directed to Alan Mai, Project Manager, at (626) 308-2825 or amai@sangabriel.gov. The City reserves the right to reject any or all bids and award to the lowest responsive, responsible bidder. The project is funded entirely or in part with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development.
