About this opportunity
Fort Bend County Municipal Utility District No. 214 is requesting sealed bids for landscape construction on the Cross Creek West Phase 3, Section 15 public package in Fulshear, Texas, with bids due September 11, 2026 at 10:30 a.m. Local Time via Civcast. A non-mandatory pre-bid conference was held via teleconference on August 31, 2026; Addendum 01 was issued the same day, and written questions are due by noon September 9, 2026 to Josh Lock at jlock@swagroup.com.
The scope encompasses concrete trails, grading, drainage, landscape irrigation systems with as-built documentation, planting, grassing, and site furnishings, with 90 days of post-construction landscape maintenance. The contractor must coordinate with the private package scope contractor and cannot commence work until private scope work is complete; remobilization costs must be absorbed in the lump sum contract price. Key requirements include daily trash removal, irrigation system installation with grounding rods and electrical service for controllers adjacent to an existing transformer, tree rootball scarification and pit glazing, and thriving plant material condition throughout warranty. If the seasonal grassing window is missed, the contractor must install winter grass and transition to specified warm-season grass at no additional cost. The scope was revised to eliminate work east of the lots and along future Fulshear Bend Drive extension; all hardscape in the park area is now the private scope contractor's responsibility.
The contract term is 150 calendar days from Notice to Proceed, anticipated October 2026, with Substantial Completion within that period and Final Completion within 30 days thereafter. The project is non-taxable under Texas law. Bidding is structured as six lump sum items plus unit price alternatives for changes. Each bid requires a bid bond or certified/cashier's check at 2% of total bid amount; the successful bidder must furnish performance and payment bonds at 100% of Contract Price and a two-year Maintenance Bond at 50% of construction costs. Surety companies must hold a minimum Best Key Rating of "B+" or better and be Texas-authorized. Contractor and all subcontractors must comply with prevailing wage requirements; non-compliance penalties are $60 per worker per day. Texas Ethics Commission Form 1295 must accompany each bid; the contract will not be awarded without it. The apparent most qualified bidder must submit a contractor's statement of qualification within five calendar days of award notification.
